Born and raised in Union, SC. Graduated from Wofford College and was commissioned as an officer in the United States Army in 1964.

Following graduate study, he served 24 plus years on active duty. His tours included Vietnam (11th Armored Cavalry Regiment), Korea (2d Infantry Division), Middle East (Rapid Deployment Joint Task Force and United States Central Command) and Germany (US Army Europe and Seventh Army). He taught and served on the staff at the United States Military Academy at West Point and he developed the first mobile intelligence system (RAPIDE) as an Under Secretary of the Army chartered Product Manager.

Tom retired from the Army in 1992 and joined the Assurance Technology Corporation (ATC) as a Senior National Systems Analyst. In 1994, he left ATC to join Welkin Associates, Ltd. Working as a systems engineer, he supported clients primarily at the National Reconnaissance Office (NRO).

In 2002, he became the Vice President (and effectively the CEO) of Welkin, which was then a subsidiary of Computer Sciences Corporation (CSC). With help from Bill Budd and many others, Welkin grew from 120 personnel and $23M in revenue to 240 Associates and nearly $50M in revenue. Welkin expanded its customer base from the NRO to National Geospatial-Intelligence Agency (NGA), National Security Agency (NSA), United States Coast Guard, Department of Homeland Security, National Oceanographic and Atmospheric Administration (NOAA), Central Intelligence Agency (CIA), National Counter Terrorism Center (NCTC), Federal Bureau of Investigation (FBI), Defense Intelligence Agency (DIA), Defense Threat Reduction Agency (DTRA), Missile Defense Agency (MDA), United States Air Force and United States Navy.

Through his relationships and expertise, Tom gives RTI Consulting, LLC deep insight into the technical requirements and programmatic challenges of more than a dozen Federal Sector customers. Tom holds a Master of Science in Computer Science from Kansas State University and graduated from the U.S. Army Command and General Staff College.

Born in Harrisburg, PA, and raised outside of Mercersburg, PA, Bill served for more than 25 years on active duty in the U.S. Navy.

He began his Naval career in 1969 as an Electronics Technician and was commissioned an Ensign six years later. Bill obtained his Surface Warfare designation aboard the USS Truxtun before changing his designator to the Supply Corps. The rest of his Naval career was spent in various ashore and afloat duties around the world, from Yokosuka, Japan to Washington, D.C. Bill retired from the Navy in 1993 and joined Welkin Associates in 1994.

During his fifteen years at Welkin he served in direct consulting roles for the National Reconnaissance Office (NRO) and DoD clients. Additionally, Bill gained experience as a Project Manager and Business Operations Director while at Welkin, utilizing his extensive knowledge of financial management and strategic planning. Bill left Welkin in 2009 as the Deputy Director having overseen the expansion of the company’s consulting offerings and client base.

Bill has built RTI Consulting, LLC to be the trusted advisor to select clients within the Federal Sector, providing expertise in the areas of strategic planning, budgeting, training, and acquisition. He holds a Bachelor of Science in Oceanography from the University of Washington in Seattle, WA and a Master of Science in Financial Management from The Naval Postgraduate School in Monterrey, CA.
